State Rep. Rory Ellinger, D-University City, introduced two bills Thursday that impact how law enforcement deals with marijuana possession. The AP reports that the legislation aims to save the state money by keeping first-time drug offenders out of jail and would help people with marijuana convictions in their youth get jobs later by not having to disclose the conviction. "It means keeping the records clean of countless numbers of young people who take a flow trip on the river, they have a little bit of marijuana on them. The city council honored one of the city's most involved citizens on Monday night.
Richard Dockett, one of the most involved citizens in the area, was honored Monday by the University City City Council. Mayor Shelley Welsch declared Jan. 19, 2013, as Richard Dockett day in University City. Dockett has attended city and school meetings for years, in addition to his involvement in his neighborhood. State Rep. Rory Ellinger returned from the state inauguration events in Jefferson City Monday to speak on Dockett's behalf. "He is a champion for civil rights and equality in this city," Ellinger said. "Pershing School has his stamp on it—he was on the committee." Rory Ellinger and Susan Carlson to receive awards this weekend.
University City's state representatives are being honored tonight by the Missouri Bar Association. Rep. Rory Ellinger (District 72) and Rep. Susan Carlson (District 64) will receive the Legislative Award from the legal organization. The award honors "legislators making significant contributions to the administration of justice." The awards will be presented at The Missouri Bar's Annual Meeting today. Ellinger is unopposed on the Nov. 6 ballot. Carlson just lost a primary fight against Stacey Newman for the redistricted 87th District seat.

JEFFERSON CITY — The Fair Energy Rate Action Fund (FERAF) announced that Rep. Rory Ellinger (D-University City) is receiving the consumer organization’s “Friend of Ratepayers Award” for his recent legislative efforts to fight utility rate increases. A bill in the Missouri House would change adoption law in the state.
A bill making its way through the Missouri General Assembly would allow adoptions to go through without paternal notification. House Bill 1258 is based on a case that went before the Missouri Supreme Court in 2007. The legislation would allow adoption without a father's consent, if he had not developed a "consistent and substantial relationship with the child." Now that the filing period to sign up for state legislative races is over, things are beginning to be a little clearer about what’s to come during the impending election cycle. Locally the main event will most likely be the 1st Congressional District race that features Reps. Russ Carnahan (D-St. Louis City) and Lacy Clay (D-St. Louis City). Barring a Missouri Supreme Court ruling that chucks the redistricted congressional map, both candidates remain on the ballot to run in the district that includes all of St. Louis City and a portion of St. Louis County.
