Town Hall on Proposed Roundabout Is Sunday

Councilwoman Paulette Carr is hosting the informational meeting.

Do you have questions about the roundabout proposed for Delmar Blvd in University City's historic plaza near City Hall? This weekend, a town hall meeting hopes to provide residents the chance to ask questions and get answers. Councilwoman Paulette Carr is holding the town hall meeting at 2 p.m. Sunday, Jan. 20, at Heman Park Community Center.  Carr said she hopes to clear up any misunderstandings about the project. A release on the event reads as follows: The initial design for the Loop Trolley included a roundabout for Delmar Blvd. in front of City Hall. No Sunshine Law Violation, City Seeks Loop Study

University City's attorney says the city council did not violate open records laws by voting on a Loop traffic study in July.

The University City City Council voted again Monday to approve an RFP (request for proposal) on a traffic and parking study for the Delmar Loop area. The council approved the measure 5-0 July 23. It decided to vote again on the measure after Ward 2 Councilwoman Paulette Carr questioned whether the vote was in violation of Missouri's Sunshine Laws. Even though City Attorney Paul Martin found no violation of the open records law in the first vote, the council voted again to seek proposals for the studies. Carr questioned the vote at the council's Aug. 13 meeting, saying that the RFP was not on the agenda prior to the meeting. Shots fired Friday night. A rash of burglary attempts and home break-ins. A drive-by shooting, mobs in the Loop and a the murder of a 16 year old near University City High School.  It's been a busy summer for the University City Police Department.  University City Councilman Byron Price, Ward 3, on Monday asked that City Manager Lehman Walker and Police Chief Charles Adams look into the city's crime statistics for the year and whether the police department needs more resources. "This issue is bigger than just the police department and my concern is that there is a pattern of activity taking place," Price said. "The progression of activity is totally out of control." Council Member Suggests City Violated Sunshine Law

Paulette Carr, Ward 2, apologized Monday for what she thought might be a violation of Missouri's Sunshine Law.

Ward 2 Councilwoman Paulette Carr issued a mea culpa Monday night, saying she didn't catch what may have been a violation of Missouri's Sunshine Law and University City's charter at the last council meeting. Carr was referring to the city council's vote on Councilman Michael Glickert's request to seek an RFP (request for proposal) on a Delmar Loop traffic study. Changes to Council Rules: Much Ado About Nothing… Or Is It?

In University City the City Council governs the city not the mayor. According to our City Charter: The mayor has no separate powers or authority other than presiding at council meetings, ceremonial occasions and in the event of martial law. The Council is comprised of 7 equal members. The Council Rules have been established and amended over time to set the standards for how the Council shall conduct the business of the office. These rules do not supersede the Charter, but must conform to the laws of the State of Missouri and the Charter of the City of University City. When these rules conflict with or violate the Charter the Council must consider whether and how to change them. That is the process that is now taking place. Among several …

Changes to Council Rules: U City to Debate Monday

The University City mayor's blog on proposed changes to city council rules.

The actions of the City Council of University City are directed by the City Charter, City ordinances, and Council Rules of Order and Procedure. The current Council Rules of Order and Procedure have been under discussion since about 2007 – with each Council reviewing, updating, adopting and then reviewing again. It’s an on-going process. On Monday, Aug. 13 the City Council will discuss in study session the revisions to the Rules of Order and Procedure suggested by our newest Councilmember, Paulette Carr. I have strong concerns about two suggested revisions –because I believe these suggested changes are not in the best interest of the City or residents. Carr, Crow, Sharpe to Be Sworn in Tonight

New University City City Council swearing in is tonight.

The newly elected members of the University City City Council will be sworn in during tonight's city council meeting. The meeting is slated for 6:30 p.m. at University City City Hall. The current board will handle several items before the swearing in. Agenda items include: Proclamations Approval of Minutes City Manager's Report Unfinished Business Bills Resolution Swearing in of: Council Reports/Business The meeting is open to the public.

Candidates Spar in Final Pre-Election Debate

The League of Women Voters held a University City election forum Wednesday.

Just days before the municipal election, candidates for the University City City Council appeared at the League of Women Voters forum to answer questions from constituents. The event, held at the University City Public Library, featured the four candidates running in the city's 1st and 2nd Wards.  The candidates for a four-year term on the city council are: The event moderator took questions from the audience and addressed them to the candidates. The questions ranged from questions of policy to those regarding current events in city hall. Candidates were asked when they first learned of the ICMA censure of City Manager Lehman Walker and what role, if any, they played in it.
