City Council Considers Domestic Partnerships, Budget Transfers

Mayor Welsh, Councilmember Terry Crow collaborate on bill to extend domestic partnerships to residents of University City

Mayor Shelley Welsch and Councilmember Terry Crow introduced a bill to permit domestic partnerships in University City at Monday’s council meeting. The domestic partnership ordinance would be the first of its kind in St. Louis County. The City of St. Louis has a similar domestic partnership ordinance that was passed by the Board of Alderman in 2005. At the meeting, Mayor Welsch said that she and Crow had been writing an ordinance to permit domestic partnerships in U City separately and combined forces to write bill 9114, which was given its first reading at the meeting. “Mr. Crow and I met last week, and both discovered we were working on this bill, so we talked about it, and the bill introduced tonight is a combination of the two bills,” …

City Manager Won't Recommend Outsourcing Solid Waste Collection

City Manager Lehman Walker believes it's not in the best interest of University City to outsource solid waste collection services.

City Manager Lehman Walker said on Tuesday that he will not recommend to councilmembers that University City outsource its solid waste collection services. In a letter to councilmembers, Walker said outsourcing solid waste collection would not be in U City's best interest.  In the letter, Walker wrote, "After a thorough analysis of all information provided, including the consultant’s report prepared by R.W. Residents Ask About Trash, Parking Fees at Public Budget Session

City Manager Lehman Walker said he's having to make some tough decisions that previous leaders did not make.

"We (University City) deferred a lot of decisions and now we're having to make them," said City Manager Lehman Walker at a budget session for citizen input on Monday evening. Walker, who has been city manager for seven months,  said in the past several months he has curtailed U City expenditures by consolidating some city departments and reducing staff levels. He said his actions have led to a projected budget surplus for Fiscal Year 2012 of $1,262,162. He presented the City Council last month with a balanced budget proposal for FY 2012. The previous leadership had projected a budget deficit of $900,000. Three City Council Members Sign No Confidence Statement Concerning City Manager's Performance

Council members Price, Crow and Sharpe have signed a statement of No Confidence concerning the performance of City Manager Lehman Walker.

University City Council members Terry Crow, Arthur Sharpe Jr. and Byron Price have signed a statement of  No Confidence in the performance of City Manager Lehman Walker. The statement was signed after an Executive Session on Monday night which was held to evaluate Walker's performance. The Executive Session followed a contentious Monday night meeting where the City Council voted 4-3 to formally adopt a resolution reprimanding Council member Price for his behavior during a February 14th council meeting. The statement reads "Lehman Walker has failed to meet the standards of performance," as prescribed in the Charter and Ordinances of the City, and as assigned to him in compliance with all Council directives, state and federal laws, and …

U City Budget Proposal Adds Parking Charges; Cuts Heman Park Community Center Hours

City Manager Lehman Walker has come out with his budget proposal for Fiscal Year 2012.

University City's proposed budget for Fiscal Year 2012 would drastically limit hours of operation at Heman Park Community Center and add fees to park in the Loop. City Manager Lehman Walker presented the proposal at Monday night's City Council meeting. The budget highlights include: In submitting the budget proposal, Walker said University City's general fund revenues are not keeping pace with the City's expenditures.   Walker said since becoming city manager in August, U City has reduced expenditures by approximately $600,000. Walker said U City has approximately ten million dollars in its reserve fund. Layoffs and Outsourcing Services Are Possible as City Forms Budget for FY 2012

About a dozen residents showed up for a public session on the City's budget.

Layoffs and outsourcing University City services are some options the City is considering as it drafts the budget for Fiscal Year 2012. About a dozen residents attended a budget meeting for the public on Wednesday night at Mt. Gideon Church, at 6505 Etzel. University City's deficit for 2011-2012 is about $900,000. That sum doesn't include next year's one million dollar buyout of residents impacted by the 2008 flooding of the River des Peres. City Manager Lehman Walker said University City is going to have to make "major adjustments." He said "our expenditures  are outpacing our revenues." He said the City has to take a look at being more efficient. He said personnel is the City's largest expense, so the City will look ''internally'' to …

City Manager Says Wayward Calendars Are In the Mail

University City's city manager says residents should receive their calendars in the mail soon.

They're in the mail. University City City Manager Lehman Walker said the mail order company told him the remaining city calendars were mailed on Friday and that "people should have them in the next day or two." "We were working with a different mail order company this year," he said at Monday night's city council meeting and that part of one of the zip codes was missed. Walker said "they maintain that they provided us with information about the zip codes. We maintain they did not. So we referred it to our legal council to deal with the cost."  Also, he said several of the calendars had to be reprinted. That too has been referred to the city's legal council. Couldn't the city save some money by canceling the calendar? To now spend money on lawyers to go after the printing company is a no sum gain. I am so tired of the lack of common sense. We received our calendar on the 14th fortunately for us our family in Olivette and Clayton provided us copies!   more ›
