Firehouse Funding Facts From City of University City

The City Council held a special study session on Monday concerning the fire department's request for additional funds to build a new firehouse in University City.

Total: $3,486.691.00

Funding Budget:
Grant: $2,612,197.00 (awarded Sept.25, 2009)
City match: $200,000.00 (Sept. 10, 2010 Council approval)
Total: $2,812,197.00

Funding Shortfall:
$3,486,691.00 - $2,812.197.00 = $674,494.00

The following are issues that were raised at the University City City Council meeting on September. 26, 2011. The questions were furnished by the City.

Structure and issues with present firehouse: These issues were investigated by FEMA with the result supporting the conditions for a new firehouse.

Possible flooding: The location for the new firehouse is in a 500+year flood plain. Firehouse #2, which sits in a 100 year flood plain, with the largest flooding event the City ever experienced, neither location experienced flooding,.

Impact to residential area: The new location is a mix of commercial and residential. Firehouse #2 is in the middle of all residential except one daytime hand ca eash across the street, with nio complaints from residents. The new firehouse will help anchor and be an investment in the neighbrhood.

Project management: With proper bid qualifications for general contractor in addition to oversight from architects and staff, this would save the approximate 8% ($245,252.00) additional unfunded cost for a project manager.

$900.00 gas grill: Residential gas grill units do not withstand fire house usage and require frequent replacement. For an installed permanent gas grill of commercial quality this budget number is on the low side.

One way street, Olive/Westgate intersection: If no change is made, equipment may respond in either direction when warranted. Staff has met with St. Louis County Highway to address this intersection. St. Louis County will revert Westgate if the intersection is signalized. Public Works is looking for possible grant opportunities for intersection improvement and signalization as part of the Olive improvement.
