M. UNFINISHED BUSINESS
BILLS
THIS BILL WAS POSTPONED AT COUNCIL’S JULY 25, 2011 MEETING AND ASKED THAT IT BE SENT BACK TO THE PARKS AND TRAFFIC COMMISSIONS.
1. BILL 9118 – An ordinance amending Chapter 10.44 of the University City Municipal Code, relating to parking restrictions for specific streets, by repealing Section 10.44.010 thereof, relating to parking prohibited on certain streets at all times, and enacting in lieu thereof a new section to be known as “Section 10.44.010 parking prohibited on certain streets at all times,” thereby amending said section so as to restrict parking at all times on the west side of Melville Avenue thereof from Delmar Boulevard to Kingsbury Avenue, and on the north side of Loop South thereof from Melville Avenue to ninety (90) feet west; containing a saving clause and providing a penalty.

2. BILL 9129 – An ordinance authorizing the City Manager to execute a contract between the City of University City, Missouri and the Missouri Highways and Transportation Commission providing for sidewalk and curb ramp upgrades on 1200 through 1500 blocks of 82nd Boulevard, 6500 through 6900 blocks of Etzel Avenue,
1000 through 1200 blocks of Kingsland Avenue, and 8600 through 9000 blocks of Old Bonhomme Avenue.

3. BILL. 9130 - An ordinance amending Chapter 2.28 of the University City Municipal Code, relating to commissions, authorities, boards and committees generally, by repealing Section 2.28.050 thereof, relating to the tax increment financing commission, and enacting in lieu thereof a new section to be known as “Section 2.28.050 Tax Increment Financing Commission”, thereby amending said section so as to update it to reflect changes in state law.

4. BILL 9131 – An ordinance declaring the 6600 block of Bartmer and Crest Avenues redevelopment area blighted under the Land Clearance for Redevelopment Authority law; approving a redevelopment plan for the area; and finding that the redeveloper is qualified for tax abatement.

5. BILL 9132 – An ordinance to establish a procedure to disclose potential conflicts of interest and substantial interests for certain Municipal Officials

6. BILL 9135 – An ordinance to maintain the business license tax rate imposed on the gross receipts of electric corporations; containing an emergency clause.

N. NEW BUSINESS

1. BILL 9133 - An ordinance ordering the levy and fixing the rate of property taxes to be collected in the City of University City for the Year 2011 to provide for General Revenue, Police and Firefighter Retirement, General Obligation Bond Debt Service, and for the University City LOOP Special Business District and the Parkview Gardens Special Taxing District..

2. BILL 9134 - An ordinance ordering the levy and fixing the rate of property taxes to be collected in the City of University City for the Year 2011 to provide for the establishment and maintenance of a free Public Library and Reading Room.
