A 20% raise for one employee while other see there wages frozen. What are they thinking and it's not in the budget. Do we need another state audit?

One has to wonder why, but thankfully, the vote on Joyce Pumm's salary increase was postponed last night.

As to your point about another audit, here is a quote from the last audit.

“We recommend the City refrain from approving expenditures in excess of the budget and amend the budget when unforeseen revenues are received or unforeseen expenditures are incurred.”

A salary increase for Joyce doesn't seem to fit the auditor's recommendation.
